Beyond collection: Making Chennai’s solid waste management a shared responsibility

The Greater Chennai Corporation must foster a spirit of collective ownership and support community-driven solutions, recognising all actors in the ecosystem as active participants in waste management than passive recipients of a municipal service.

Every day, Chennai faces the daunting task of managing more than 6,000 tonnes of municipal solid waste generated by an estimated 7.4 million people. Ensuring that this waste is segregated at source and managed scientifically remains one of the city’s most persistent challenges. Recent reforms have sought to place greater responsibility on waste generators and promote decentralised waste management. Yet some of the city administration’s emerging responses appear to move in the opposite direction by further centralising collection and processing.

This raises a fundamental question: are Chennai’s waste reforms genuinely shifting responsibility to the source, or further centralising waste management?

The consequences of relying predominantly on centralised collection and disposal are already evident. For decades, much of Chennai’s waste was neither adequately segregated nor scientifically processed. For over 40 years, mixed waste was dumped at the Kodungaiyur and Perungudi dumpsites, which receive waste from north and south Chennai respectively. The result is severe ecological damage and a public health crisis for surrounding communities. The city’s waste has also found its way into waterways and along the coastline, polluting coastal waters and further exposing the weaknesses of its collection and disposal systems.

In recent years, the Greater Chennai Corporation (GCC) has taken concerted steps to contain some of the environmental damage caused by decades of indiscriminate dumping. At Perungudi, GCC has begun biomining legacy waste spread across nearly 200 acres. The initiative seeks to recover usable materials, safely dispose of what remains, and reclaim the land. Nearly 100 acres have reportedly been recovered so far. Given the dumpsite’s proximity to the Pallikaranai marsh, restoring the site could also help protect the surrounding wetland ecosystem.

Similar efforts are underway at the 270-acre Kodungaiyur dumpsite. However, plans to establish new waste processing facilities there, including a proposed waste to energy (WTE) plant, have faced strong opposition from local communities. Residents have raised concerns about toxic emissions, groundwater contamination, and the further concentration of polluting infrastructure in an area that has already borne the burden of the city’s waste for decades. Despite sustained protests, the project has continued to move forward, although GCC has stated that it will secure public consent and statutory environmental clearances.

These remedial measures, however, are far from sufficient to resolve Chennai’s solid waste crisis. As the Chennai Metropolitan Area expands to encompass nearly 13 million people, the region’s daily waste burden could rise from about 6,000 tonnes to more than 10,000 tonnes. Unless the city adopts a more comprehensive approach, the problem will become increasingly difficult and far more expensive to contain.

GCC must therefore address the crisis at its source by focusing on how waste is generated, reduced, segregated, and processed before it enters the municipal collection system. Without such a shift, the city will continue to spend enormous sums reclaiming dumpsites and containing environmental damage rather than preventing waste from reaching them in the first place.

Regulation of Bulk Waste Generators

The newly elected Tamil Nadu government and the Union’s Solid Waste Management Rules, 2026 offer GCC an opportunity to reconsider its response to Chennai’s mounting waste crisis. Notified on January 27 and in effect from April 1, the rules once again place segregation at source at the centre of solid waste management. They mandate segregation into four streams, assign clearer responsibilities to waste generators, and strengthen the framework for collection, processing, and safe disposal.

A critical starting point for improving Chennai’s solid waste management is the regulation of Bulk Waste Generators (BWGs). Nationally, BWGs are estimated to account for nearly 30% to 40% of a city’s solid waste and therefore offer a practical entry point for strengthening source segregation and decentralised processing.

BWGs include large apartment complexes, commercial establishments, marriage halls, hotels, and IT parks that meet at least one of the thresholds prescribed under the Solid Waste Management Rules – generating more than 100 kg of waste a day, occupying a built-up area exceeding 20,000 sq m, or consuming more than 40,000 litres of water daily.

From April 2026, BWGs are required to segregate waste at source into four streams. Under the revised rules, they must also process biodegradable/wet waste within their premises through composting, biomethanation or another approved decentralised method, while arranging for dry, sanitary and special-care waste to be handed over to GCC or an agency authorised by it.

However, recent measures appear to expand the municipal role in collecting and managing these waste streams, potentially shifting responsibility away from generators and weakening the move towards decentralised management.

Across its 15 zones, GCC has outsourced the bulk of municipal solid waste collection and transportation to two private concessionaires – Urbaser Sumeet in south Chennai, covering Zones 9 to 15, and Chennai Enviro Solutions (Ramky) in north Chennai, covering Zones 1, 2, 3, 5 and 6, as well as two wards in Zone 7. GCC continues to directly manage Zone 4, Zone 8, and the remaining wards of Zone 7.

From March 2026, GCC’s private concessionaires were expected to take on an expanded role in collecting waste from BWGs, along with more organised arrangements for collecting bulky household items such as discarded furniture and mattresses.

GCC has recently been conducting ward-level consultations with BWGs across the city, often in collaboration with these concessionaires. Some aspects of these meetings are encouraging. BWGs are being urged to register on the GCC and Central Pollution Control Board (CPCB) portals, while awareness sessions explain the four-stream segregation system and provide guidance on compliance.

At the same meetings, however, Resident Welfare Associations (RWAs) are being informed that the concessionaires will collect all categories of waste ‘free of cost’. Although RWAs are not formally prevented from engaging authorised vendors, the availability of a free service is likely to strongly influence their choices and encourage many to hand over all their waste to the two concessionaires.

This appears to be partly GCC’s response to concerns that many BWGs had not engaged authorised waste management vendors, as well as reports that some empanelled agencies were collecting waste only to dump it into GCC bins. The corporation reportedly cancelled the empanelment of several agencies after finding that they lacked functioning processing facilities and were not managing the waste scientifically.

Risks of a centralised collection system

Stronger regulation of non-compliant vendors is undoubtedly necessary. But the alternative now emerging raises important questions about the future direction of solid waste management in Chennai.

At its meetings with BWGs, GCC rightly questioned whether RWAs using private vendors had verified where their waste ultimately ended up. Yet it did not offer the same clarity about where this waste would go once brought under a more centralised collection system operated by two large concessionaires.

If waste from BWGs is increasingly absorbed into the same centralised collection system, where will this additional waste be processed, and how will GCC ensure that it does not merely add to the volumes reaching large processing facilities, dumpsites or WTE plants?

There is also a danger that this approach could displace the diverse network of actors that has historically recovered value from the city’s waste. Small-scale recyclers, waste pickers, scrap dealers, and kabadiwalas may not feature in formal contracts or digital portals, but they remain an important part of Chennai’s recycling ecosystem. A system that recognises only large concessionaires could render these workers invisible, weaken existing material recovery networks, and concentrate control over the city’s waste in the hands of a few large operators.

More importantly, providing free collection for all categories of waste could weaken the responsibility and ownership expected of BWGs such as the RWAs. In-house processing of wet waste is mandatory for RWAs as per SWM Rules, 2016, and exemptions are intended only for those that face genuine constraints, such as inadequate space. Free collection of wet waste then creates little incentive for RWAs to invest in composting or other decentralised systems, even where they have the capacity to do so.

Such an approach risks taking the city back to a regressive model in which waste generators simply hand over their waste and the state assumes responsibility for transporting and managing it elsewhere. Source segregation cannot be reduced to placing waste in separate bins. Those who generate large quantities of waste must also accept responsibility for reducing, processing, and ensuring the responsible recovery of that waste.

The problem with the earlier system was not that decentralised waste management involved multiple actors – that diversity was one of its strengths. The challenge lay in GCC’s limited ability to regulate, monitor, and integrate them effectively. The answer should therefore not be to replace a fragmented system with an excessively centralised one. Instead, GCC must foster a spirit of collective ownership and support community-driven solutions, recognising all actors in the waste ecosystem as active participants in waste management than passive recipients of a municipal service.

Chennai needs a regulated but diverse waste management ecosystem in which BWGs, authorised vendors, recyclers, informal workers, concessionaires, and GCC perform clearly defined and complementary roles.

The primary responsibility for segregating and processing waste must remain with those who generate it, while GCC’s role should be to enable, regulate, and enforce compliance rather than assume responsibility for managing every waste stream.

This is especially important for a city already spending hundreds of crores to recover legacy waste and repair the damage caused by decades of centralised disposal.
