The state government had sanctioned the project in anticipation of funds from the Centre, Times of India reported.Hearing the matter, the first bench comprising of Chief Justice Sanjay Kishan Kaul and Justice M Sathyanarayanan said that the project cost had escalated due to the delay. The estimated cost of the project which was just Rs. 369 crore in 2007-08 was escalated to Rs. 959 crore in 2014-15. During the last hearing the court had asked the Union environment and forests ministry and irrigation and water resources ministry to inform it as to how much time was required for clearance of the project. When the Centre asked for more time to file its response, the judges said that it could give them only four weeks time and also warned that any further delay would impose a cost of Rs. 10,000 as a precondition to accept its affidavit. The bench also said that the affidavit must contain a time frame of the work so that it could monitor the same.
