The News Minute | July 6, 2014 | 10.49 am ISTIn Kerala, if you think that telephone and online helplines will come to you rescue at any time, you just may be wrong. The only ones that work consistently are the Nirbhaya Cell with its toll-free number linked to Abhaya, and a few others attached to the women's cell of the police.According to a Times of India article report, other numbers including the women’s helpline 1091 and district help line do not work. The report says that this is because the helplines are heavily under-staffed. Officials of the women’s helpline in Ernakulam rural said that they also face shortage of staff including drivers. The existing constables have to work more than 12 hours with no benefits. Helplines like these mostly receive complaints about alcohol-related domestic abuse, sexual violence and property disputes. On an average, there are 20-30 calls a day. The report says that the online system for filing cases on the Kerala Women's Commission website is also not working. When one tries to register an online complaint an error message is shown. Also it seeks more details of the victims than the offender, the report says.
