But there is for sure, something new in the budget: new names for government schemes.As Finance Minister Arun Jaitley presented the Union Budget 2014-15 on Thursday, he introduced a few new “names†into our government vocabulary.At the last count, there were three schemes named after BJP and Jan Sangh leaders, apart from one named after a very popular leader of the anti-Emergency movement. It seems like the new government is preparing to teach its citizens some unknown names from the Sangh’s history. This time there were no new schemes named after Mahatma Gandhi/ Jawaharlal Nehru/ Indira Gandhi. Here are the new entrants:The new government has named the rural electrification programme after Deen Dayal Upadhyay. Now, Upadhyay had joined the Rashtriya Swayamsevak Sangh in 1937 and was an important leader of the Bharatiya Jana Sangh, present day BJP's predecessor. He was made the Provincial Organizser of the RSS in Uttar Pradesh.A proposed education scheme has been named Pandit Madan Mohan Malaviya Teaching Programme. Malaviya was a four-time Congress president and also the founder of Banaras Hindu University. But he also helped start the Hindu Mahasabha in 1906. A key figure in the country's freedom struggle, he is especially known for his commitment to Hindu nationalism. Another scheme was named after Bharatiya Jana Sangh founder Syama Prasad Mookerjee, often considered by many as the father of the modern day BJP. Mookerjee had become the president of the Hindu Mahasabha in 1944. Jaitley proposed to set up a Centre of Excellence in Humanities in the name of Lok Nayak Jayaprakash Narayan, popularly called JP in Madhya Pradesh. JP's call for “Sampoorna Kranti†or Total Revolution during the Emergency led to the toppling of the Indira Gandhi government and formation of the first non-Congress government of the country. JP had nothing to do with the Sangh Parivar, the Jan Sangh had leant support to the opposition against Indira Gandhi in answer to JP's call.
