In a report to be presented at the party's 21st congress starting Tuesday, CPM has admitted that it doesn’t have leaders who actively take up the issues of the proletariat.If the behavior of the comrades is anything to go by, the party seems to be having a tough time disciplining them. The signature campaign for food security, conducted in 2012, failed in several states. While the target was set at 5 crore signatures, they could garner only 15 lakh signatures.The vote base of the party is declining in all the states, except in Tripura. The report says that only 6.5% of their members are less than 25 years. The state has contributed towards relief measures for flood victims in Jammu and Kashmir and riot victims in Muzaffarnagar.
