Those who do get a passport under the general category are called by the Nagaland Police to the state and made to sign several documents. Keshav Agarwal, a New Delhi based entrepreneur, was born in Nagaland and studied there till Class X. In 1992, his family moved to New Delhi where he has been staying since. Last year, Agarwal decided to renew his passport as he had plans for a holiday abroad. It is then he released how his Nagaland connection was getting in his way, states the report.  The TOI report quotes Agarwal as saying, "I was told that I can't apply for a Tatkal passport because I was born in Nagaland. They included it in the 'complex case' category."He received his passport within two weeks. But around 20 days later, the Nagaland Police called him asking him to personally come to the special branch of Nagaland Police in the state and sign a few documents. Indian citizens hailing from Jammu and Kashmir cannot apply for a passport under the tatkal category. However, J&K residents who have lived out of the state for 5 or more years and who have valid migration certificates can apply under Tatkal. But Nagaland residents cannot avail this service even if they reside outside the state, adds the report. The chief passport officer Muktesh Kumar Pardeshi told TOI, "It may be due to some specific intelligence input that this rule was instituted.Tweet
