Karnataka IPS officer Roopa transferred amid allegations by DIG Vartika Katiyar

In a significant administrative move, the Karnataka government has transferred IPS officer D Roopa Moudgil following accusations made by Deputy Inspector General (DIG) Vartika Katiyar

Vartika accused her superior D Roopa Moudgil of using police personnel to plant confidential documents related to other departments in her chamber. Roopa Moudgil has been transferred to the position of Managing Director, Karnataka Silk Marketing Board Limited, Bengaluru.

“The post of Managing Director, Karnataka Silk Marketing Board Limited, Bengaluru is declared equivalent in status and responsibilities to the cadre post of Inspector General of Police, Criminal Investigation Department under Rule 12 of IPS (Pay) Rules 2016 as included in Schedule II of the said rule,” said the order. 

Vartika Katiyar, a 2010 batch IPS officer, filed a complaint on February 20 with Karnataka Chief Secretary Shalini Rajneesh, copying Director General of Police Alok Mohan. She alleged that on September 6, 2024, two police personnel under Roopa Moudgil's direction entered her office and photographed documents, which were subsequently shared via WhatsApp.

The complaint stated that Head Constable Manjunath TS and Home Guard Mallikarjun accessed Vartika's office using keys from the Control Room during her absence. In her complaint, Vartika expressed concern over potential future incidents and attributed responsibility directly to Roopa. “In the future, incidents like this may repeat and if anything wrong happens, D Roopa will be directly responsible,” Vartika said. 

She also alleged that Roopa had threatened to submit a negative annual report against her. Sources told TNM that Vartika believed Roopa was targeting her because one of Roopa’s subordinates had filed a complaint against her with Vartika.

Vartika Katiyar has been transferred as DIG and Additional Commandant General, Home Guards and Ex-officio Additional Director, Civil Defence, Bengaluru. Both officers were serving in the Internal Security Division (ISD).
