Karnataka forms Cabinet sub-committee to tackle student issues, education reforms

The Karnataka government has constituted a five-member Cabinet Sub-committee to examine the challenges facing students in the state and recommend wide-ranging reforms to the education system, according to an official memorandum issued by the Karnataka government on August 26, 2026.

The panel will be chaired by Health and Family Welfare Minister UT Khader, with Higher Education Minister Basavaraj Rayareddy, Home Minister Priyank Kharge, Medical Education Minister Sharan Prakash Patil, and School Education Minister Madhu Bangarappa as members. The committee was formed following a Cabinet decision dated August 21, 2026.

The order directs the sub-committee to examine six key areas. These include the integrity of examinations and recruitment processes, with a focus on preventing question paper leaks and malpractice, and establishing a fixed, time-bound examination and recruitment calendar. The panel will also look at regulating fees charged by private educational institutions and coaching centres to ease the financial burden on families.

Other terms of reference include strengthening infrastructure and quality in government schools, pre-university colleges and universities — addressing teacher vacancies and facilities such as laboratories, libraries and hostels — and aligning curricula with emerging job opportunities through skilling, apprenticeships and industry partnerships.

Notably, the committee has been tasked with strengthening student mental health support systems and developing measures for suicide prevention, particularly in coaching hubs, hostels and residential institutions. 

The panel will additionally examine access and equity concerns, including expanding scholarships, financial assistance and hostel capacity, promoting girls' education, and ensuring support for students from SC/ST, OBC, minority and first-generation learner backgrounds.

As per the order, the sub-committee will consult widely with students, parents, teachers, institutions and other stakeholders across the state, and may rope in subject experts to assist its work. It has been given one month to submit its report.
