The Telangana government on Wednesday told the High Court that there were six Dalit youth from Nerella, who were tortured, and accepted that two of them required tests and serious treatment.

The court had earlier asked for a medical report on the condition of the youth, who were subjected to the torture.

Quoting a report submitted by a DIG, the state's Advocate-General said, “an SI did indulge in some excesses. He was placed under suspension. We will furnish all details in the form of an affidavit."

Karimnagar range DIG Ravi Varma had submitted a report to Telangana DGP Anurag Sharma, and held Sircilla CCS SI B Ravinder responsible for using excessive force.

The Advocate-General also said that a sub-inspector of Nerella was suspended for “exceeding his limits.”

The entire controversy began after a sand lorry hit and killed a local from Nerella village on July 2. This death, had sparked massive anger, as this was the fourth such death from nearby villages.

After the incident, police detained eight villagers (Dalits) from Nerella of Rajanna-Siricilla district for allegedly torching a sand-laden truck.

The victims were then allegedly subjected to third-degree torture, and also claimed to be verbally abused with casteist slurs.

They also made allegations that a police officer poured hot water on the private parts of the detainees and gave electric shocks to the arrested villagers.

After hearing the case on Wednesday, the court gave time to the Telangana government to submit a detailed report on the matter, and posted the next hearing to September 5.

Earlier this month, the National Human Rights Commission (NHRC) issued a notice to state DGP Anurag Sharma, over the incident.

The notice has asked the DGP to hold a fair and independent enquiry into the matter of alleged illegal detention and torture of Dalits and OBCs from Nerella village.
