The National Commission for Backward Classes on Thursday summoned the Vice-Chancellor of the NALSAR University of Law, a premier legal studies institution in Hyderabad, along with representatives of the Telangana government for a hearing on a complaint filed against them, alleging non-implementation of OBC quota in admissions. They have been asked to appear in person with all relevant documents on June 4, 2019 at 12 pm, before the Commission's headquarters at New Delhi.

The complaint was filed by Congress National Spokesperson Dr Sravan Dasoju. The Commission, in its summons, said that it was "concerned about the matter, which is of serious nature, and (that) no remedial action was provided to the representatives till date."

Earlier in the week, the Congress approached the National BC commission and submitted a detailed representation on the issue to Chairperson Bhagwan Lal Sahni in New Delhi.

"NALSAR University has been violating the law by not implementing the legally mandatory quota for students belonging to Backward Classes," Sravan Dasoju said. He also cited references of his letter to Telangana Chief Minister K. Chandrasekhar Rao wherein he complained of NALSAR University not implementing quota for local students and also the response given by NALSAR justifying non-implementation of reservation policy.

"While we made a representation to the Chief Minister on May 6 seeking his intervention, unfortunately, the Registrar of NALSAR University has released a press note dated May 7, justifying the violation and misleading the government of Telangana. The Registrar of NALSAR came up with an untenable excuse that there is no provision made in the NALSAR University Act to extend reservations to OBCs students. Neither NALSAR nor the State of Telangana is allowed to violate the Presidential Order and rule of reservation that was already in existence in the state and continue to harp on an illegal act that was made, preventing the statutory rights to students," Sravan told reporters.

"The University is a ‘Non-Statewide University’ and “subject to the control of the State Government” in accordance with Para 5 of the Presidential Order as the University was established under a statute enacted by the state Legislature and also receives grants-in-aid from the state government. It is therefore, liable to adhere to the rules and regulations of the state and must implement the presidential orders," Sravan contended.

Pointing out that the university had failed to implement the reservation policies, Sravan appealed to the National BC Commission to issue orders directing NALSAR to implement the same and provide reservation of 29% of the available seats in all the courses being offered by the university.
