For the first time since the publication of crime data in the country, the National Crime Records Bureau (NCRB) has introduced a chapter titled - Crime Committed by Anti National Elements. A total of 783 cases have been registered under 'incidents of violence by Anti National elements', accounting for 132 deaths.

The chapter includes  - Crime Cases reported by North-East Insurgents (State/UT-wise), Crime Cases reported by Naxalites /LWEs (State/UT-wise), Crime Cases reported by Terrorists (Including Jihadi Terrorists) and Incidents of Violence by Anti National Elements and Arms Taken Away from Police/CAPFs by Anti National Elements. They do not however define who a Naxalite or an extremist is, in this context.

As per the NCRB data, the maximum offences were committed by Left Wing Extremists (LWEs) at 652, followed by North East insurgents at 421 and Terrorists (Jihadi and other elements) at 371.

LWE operatives were responsible for 82 killings as per records, while terrorists were responsible for 36. North East insurgents meanwhile killed 10 people. While 72 deaths in Chattisgarh were caused by LWE insurgents, 34 of the 36 deaths and 18 attempt to murder cases by terrorists were in Jammu and Kashmir alone. A total of 62 cases under the Arms Act and 40 cases under Unlawful Activities Act too were booked against terrorists in Jammu & Kashmir.

In Manipur, which was wreaked by protests and unrest in 2016 and 2017, records state that 185 unlawful activities by terrorists were reported. Manipur topped the list of crimes reported against terrorists at 199, followed by Jammu & Kashmir at 169.

In 2017 alone, a total of seven North East Insurgents, 147 LWEs, 96 Jihadi terrorists and 21 'other' terrorists were killed. Of this, 20 were female. In addition to this, 961 LWEs, 11 Jihadi terrorists and 12 'other' terrorists were arrested. Of this, 265 were female. A total of 300 LWEs and one terrorist surrendered as per records.

Several devices including - 222 mobile phones, 3 GPS sets, 30 radio sets, 21 wireless sets, 6 binoculars, 3 compasses, 242 items of literature, 12 kg of drugs and a total of Rs.1.26 crore was also recovered.
