Bihar minister alleges insubordination from junior after violent mob attack

The News Minute| October 8, 2014| 11.00 am ISTA Bihar minister who was attacked by a violent mob has accused his principal secretary of insubordination and has demanded his removal.Vinay Bihar, Art, culture and youth affairs minister has written a letter against his secretary Chanchal Kumar for negligence which culminated in a ‘murderous attack’ on him in Rohtas, said Telegraph.According to Bihari, Chanchal, a 1992-batch IAS officer was overburdened with work from different departments leading to the issue. Bihar who was attacked when a mob turned violent against him during a cultural programme at Sasarama said that the events for the cultural programme were planned to covered three places. However, as Chanchal had not followed his orders, it led to confusion and delay leading to the reaction.He also said that the secretary had gone against a direct order, said the report.Chanchal had sent the file on the cultural event activities to the chief minister’s secretariat instead of the district magistrate. The files were however sent back saying that there was no requirement for interference from the CM on the subject.
