ED claims to have seized handwritten notes of Veena Vijayan in CMRL case

The agency has also alleged that Exalogic Solutions Private Limited, a company owned by Veena, received Rs 2.78 crore from CMRL under the guise of IT consultancy services.

The Enforcement Directorate (ED) has claimed that handwritten notes of Veena Vijayan, daughter of Kerala Chief Minister Pinarayi Vijayan, containing details of around Rs 85 lakh allegedly transferred to Dubai were seized by them. The agency has also alleged that the notes record transactions involving around Rs 20.05 crore in Indian currency.

The claims were made in a statement issued by the agency on Wednesday, August 19, a day after it conducted searches at nine premises in Kozhikode in connection with its investigation into alleged corporate fraud and bribe payments involving Cochin Minerals and Rutile Limited (CMRL).

According to the ED, the handwritten notes were seized during an earlier search conducted on May 27 at premises linked to Veena and CMRL promoters. The agency said the notes contained names of people, amounts handled or spent, and details of money allegedly transferred to Dubai. It said the Dubai transactions recorded in the notes amounted to about 3.49 lakh AED, or approximately Rs 85 lakh.

The ED has also claimed that the notes contained details of around Rs 20.05 crore in Indian currency. The agency said these amounts were allegedly over and above the money Veena received from CMRL.

The agency further claimed that a photograph of a SIM card was found on digital devices seized from Veena. According to the ED, the SIM had been obtained in another person's name for use in a Wi-Fi router. The agency said it suspects that the SIM and router were obtained in another person's name for communication through internet-based calls.

The ED said its latest searches resulted in the seizure of several digital devices and the recording of statements. It also claimed to have found evidence relating to money transfers through hawala channels.

The agency's investigation stems from the findings of the Serious Fraud Investigation Office (SFIO), which had investigated alleged corporate fraud and payments made by CMRL. The SFIO had filed a prosecution complaint in April 2025.

“SFIO investigations revealed that fictitious cash expenses of Rs. 182 Crore was done by CMRL over a span of 15 years which was used for bribing various persons. One of the fake expenses booked by CMRL is towards the payment to Smt. Veena, daughter of Shri P Vijayan, Ex Chief Minister of Keralam,” ED alleged in the statement.  

The agency has also alleged that Exalogic Solutions Private Limited, a company owned by Veena, received Rs 2.78 crore from CMRL under the guise of IT consultancy services.

The ED has previously alleged that Veena received money from CMRL without providing services. It has also referred Rs 50 lakh in loans extended by Empower India Capital Investment Private Limited, operated by CMRL managing director S N Sasidharan Kartha, to Exalogic.

“It is suspected that the SIM and wifi router was obtained by her in the name of another person so as to use the same for communications through internet based calls,” the statement said. 

Veena and her family have previously rejected allegations of wrongdoing in connection with the CMRL payments, maintaining that the money received by Exalogic was payment for services rendered.

Responding to the latest ED claims, Beypore MLA and Veena Vijayan's husband PA Muhammad Riyas said on Wednesday that the allegations would be dealt with both politically and legally.

“We have earlier discussed receiving money through a bank account for a service provided. People who have received the service also said services were received, whoever was given also said that,” Riyas said.

Riyas said several raids had taken place but alleged that nothing illegal had been found. He also accused the Union government of using central agencies for political purposes.

“We have already talked about ED and how the Union government uses the agency. Many allegations are coming, I don't have to address all of them. We will face it legally, we are not scared of anything,” he said.

Referring to allegations of people joining the BJP after facing pressure from the ED, Riyas said he would not follow such a course.

“Many have joined BJP, after threatening using ED and I won't do that. I will face this politically and legally,” he said.

The ED said its investigation is continuing and that it would take further legal action in accordance with law.
