Jailed MLA resigns, says he cannot carry out development

A Ballari district MLA who has been jailed for the second time in connection with illegal mining has reportedly resigned, citing difficulty in ensuring the development of his constituency.Two-time Vijayanagar MLA B S Anand Singh has reportedly resigned from Central Jail in Parappana Agrahara in Bengaluru, some days after he was arrested for the second time for illegal transport of iron ore from Belekeri port in Uttara Kannada district.Singh, who was tourism minister in the previous BJP government, was first arrested in October 2013 by the CBI. He was not the only MLA who was arrested under similar charges. He sent a letter to BJP state chief Prahlad Joshi stating that he was resigning as he could not address the issues raised by the people of his constituency. He was arrested last week by a special investigation team by IGP Charan Reddy.According to procedure, an MLA is supposed to personally hand over the resignation to the Speaker, but it is unclear how Speaker Kagodu Thimmappa will proceed to the resignation letter sent from jail through the authorities.
