Bengaluru: BBMP allocates funds for signal-free corridors, tunnel roads in budget

For the first time, the BBMP has proposed executing projects worth Rs 73,600 crore through a Special Purpose Vehicle under a PPP model with government-backed guarantees.

The Bruhat Bengaluru Mahanagara Palike (BBMP) has unveiled its financial year 2025-26 budget, outlining key allocations across various sectors. The total budget stands at Rs 19,927.08 crore, with significant portions directed towards infrastructure development, urban planning, and traffic decongestion initiatives under the "Brand Bengaluru—Sugama Sanchara Bengaluru" program. This marks the fifth consecutive budget presented without an elected body.

The BBMP has proposed several large-scale projects to improve urban mobility, reduce congestion, and enhance connectivity across the city. Among the key projects is the ambitious construction of urban vehicular tunnels, estimated to cost Rs 42,000 crore. Additionally, Rs 13,200 crore has been earmarked for multiple elevated corridors and grade separators to streamline traffic flow.

To improve multi-modal connectivity, the BBMP has planned integrated metro-road flyovers, also called Double Deckers, for Rs 9,000 crore. Another Rs 3,000 crore has been allocated for link roads along stormwater drains to improve intra-city movement. The white-topping project, aimed at providing durable and low-maintenance roads, will receive Rs 6,000 crore, while Rs 400 crore has been set aside for a sky-deck and road widening using Transferable Development Rights (TDR).

For the first time, the BBMP has proposed executing projects worth Rs 73,600 crore through a Special Purpose Vehicle (SPV). This includes tunnel roads along NH-7 and NH-4, with a detailed project report prepared for a Rs 17,780 crore tunnel road from Hebbal to Silk Board. A similar project is planned from KR Puram to Mysore Road, bringing the total cost of these tunnels to Rs 42,000 crore. These projects will be implemented under a Public-Private Partnership (PPP) model with government-backed guarantees.

The BBMP also plans to construct 110 km of signal-free urban flyovers for Rs 13,200 crore and 40 km of integrated metro-road flyovers for Rs 9,000 crore. Rs 3,000 crore has been allocated for the construction of 300 km of roads along stormwater drains, while Rs 6,000 crore will be spent on expanding the white-topping initiative to major arterial and sub-arterial roads.

The budget further includes several ward-level and pedestrian-friendly initiatives. A sum of Rs 694 crore has been allocated for modernising and widening 118 roads as per the Revised Master Plan-2015. The BBMP has also set aside funds for constructing 1,000 km of footpaths.

To improve the city’s IT corridor, a 22.7 km road project along the Outer Ring Road, from Central Silk Board to KR Puram via Baiyappanahalli Metro Station, will be developed at Rs 400 crore, in collaboration with the Karnataka government and BMRCL. BBMP, in partnership with the Railways, has proposed a railway overbridge at Kengeri and an underpass near Ramohalli Gate.

For ward-level development, each of the 225 wards will receive Rs 2.5 crore for capital works and Rs 50 lakh for maintenance, bringing the total allocation for this initiative to Rs 675 crore. Road-widening projects using TDR will be undertaken in key areas, including RT Nagar, Lingarajapuram, Pulakeshinagar, Yeshwanthpur, and Mahadevapura.

A substantial 65% of the budget—Rs 12,952.20 crore—has been earmarked for development projects. Rs 1,968.70 crore, accounting for 10% of the total budget, has been set aside for operation and maintenance expenses to ensure the smooth functioning of essential services.
