The Canadian communication satellite that was initially to be launched by Russia will be launched by an Indian PSLV.The announcement that the M3M communication satellite of Canada will be launched by an Indian rocket was made during the International Astronautical Congress in Toronto, CTV News reported.Canada had refused to allow Russian space scientists to attend the congress following the Russian troop movement to the Crimea island towards the south of Ukraine. The Canadian Space Agency has signed a deal with Antrix Corporation, ISRO’s commercial wing, to launch the satellite. The satellite is built to meet the needs of the Department of National Defence and ensure Canada's sovereignty."This was a Canadian government decision based, I would argue, on the political situation that existed," said Michael Pley, the CEO of COM DEV, a private company that the Canadian government had entrusted to build the satellite.
