It appears that the tables have turned in the case of the demand for the CBI inquiry into D K Ravi's death. The Congress is now demanding to know why the central government sat on the file for two weeks, when it had declared it was ready for a CBI inquiry. When the demand for a CBI inquiry was at its height, Union Home Minister Rajnath Singh had said that the union government was ready to order a CBI probe into the death of D K Ravi, if the state government sent a proposal. The Opposition had stalled the Assembly for two days, staged numerous protests and resorted to all kinds of tactics over the case.Food and Civil Supplies Minister Dinesh Gundu Rao said that despite this, the central government had delayed sending the file to the CBI which did not assign the case to any officer. Rao said that when the case was finally sent to the CBI, the central agency had refused to accept the Karnataka government’s condition that the investigation be completed within the next three months. Additional Chief Secretary S K Pattanayak said that the CBI had said two days ago that the state government's order had to be "unconditional" and asked them to re-issue the order. Accordingly, the state government had on Monday morning sent a fresh order, both to the CBI headquarters and the regional office in Chennai, he said.Chief Minister Siddaramaiah had ordered a CBI inquiry on March 23, after giving in to the demand of the Opposition, Ravi’s family members and also the demands of various civil society groups for a CBI inquiry.Home Minister K J George had said then that the state government had set a record for having handed over a case so quickly to the central agency. He had said: “This is the first time in the history of India that after an incident has taken place, within seven-eight days, the case has been handed over to the CBI."
