The committee is engaged in preparing a framework for implementation of Goods and Services Tax (GST) and the Chairman's post fell vacant after National Conference's Abdul Rahim Rather quit following defeat in Jammu & Kashmir assembly elections. The Chairperson posts for Empowered Committee's is by convention given to a leader who does not belong to the ruling party at the centre. "Union Finance Minister Arun Jaitley will address the state FMs on Friday. West Bengal Finance Minister Amit Mitra was also considered to get the top post.
