SP, DMK and AIADMK are richest regional parties: ADR report

The DMK was the second richest regional political party in the country for the financial year 2017- 2018, with assets worth Rs 191.64 crore, followed by the AIADMK at third place with Rs 189.54 crore. Samajwadi Party (SP) tops the list of parties with declared assets worth Rs 583.29 crore. The figures were released on Monday by the Association for Democratic Reforms, an election-watch NGO. ADR has analysed the bulk assets and liabilities of the parties for 2016- 2017 and 2017- 2018 with the help of data from audited accounts and contribution statements submitted by political parties to the Income Tax Department and the Election Commission of India.

“The assets include fixed assets, loans & advances, deposits made, investments, etc. while the liabilities include bank borrowings, sundry creditors, overdrafts, other liabilities, etc. The capital/ reserve fund is the amount set aside by the parties after subtracting liabilities from the total assets, every year, for party expenditure,” states the report. In March this year, ADR had released an income and expenditure report that focused on the sources of income of 37 regional political parties and how they had spent it. This analysis too used the same audit reports submitted by political parties for the year 2017- 2018. 

DMK 

The DMK had total assets worth Rs 183.36 crore in FY 2016- 2017, which increased by 4.5 percent to 191.64 crore in FY 2017- 2018. The majority of these assets were from investments worth Rs 162.07 crore in FY 2016- 2017 and Rs 171.484 crore in FY 2017- 2018. The main opposition party from the state declared the highest liabilities— worth Rs 8.05 crore— for FY 2016- 2017. A majority of this— Rs 7.8777 crore—  was from borrowings. However, former Andhra Pradesh Chief Minister Chandrababu Naidu's Telugu Desam Party took the spot for FY 2017- 2018 with liabilities worth Rs 22.71 crore. The party was behind the AIADMK as far as reserve funds are concerned with capital worth Rs 183.59 crore. 

AIADMK 

The ruling party in the state had total assets worth Rs Rs 187.72 in FY 2016- 2017, which increased by 1 percent to Rs 189.54 crore in FY 2017- 2018. The AIADMK had the second highest capital among regional parties for FY 2017- 2018 with Rs 189.41 crore worth of reserve funds. While the party had liabilities worth Rs 3.9 lakh in FY 2016- 2017, this grew to Rs 12.8 lakh in FY 2017- 2018. 

TDP 

During FY 2017-18, the highest liabilities were declared by TDP amounting to Rs 22.71 crore, an increase of 190 percent from the previous financial year (Rs 7.84 crore). The majority of these liabilities accrued from 'borrowings' worth Rs 22.56 crore. The party is the fourth richest among southern political parties with Rs 131.59 crore in assets for FY 2017- 2018, a 15.4 percent jump from Rs 114.05 crore in FY 2016- 2017.

TRS 

Telangana Chief Minister K Chandrashekar Rao's Telangana Rashtra Samithi (TRS) was among the regional parties whose total assets increased by more than 100 percent. The party declared assets worth Rs 14.49 crore in FY 2016- 2017 while it shot up by 100.4 percent to Rs 29.04 crore in FY 2017- 2018. The party's liabilities stood at Rs 1 crore in FY 2016- 2017 and saw a steep drop to Rs 36 lakh in FY 2017- 2018. 

JDS 

During FY 2016-17 and 2017-18, the total assets of former Indian Prime Minister HD Deve Gowda's Janata Dal (Secular) increased by more than 100 percent from Rs 7.61 crore to Rs 15.44 crore. Significantly, the reserve funds of JDS increased by 1281.97 percent from Rs 61 lakh in FY 2016-17 to Rs 8.43 cr in FY 2017-18. In FY 2016- 2017, the party posted liabilities amounting to Rs 7.004 crore while it was Rs 7.0008 crore in 2017- 2018.

PMK 

Dr S Ramadoss' Pattali Makkal Katchi (PMK) reported assets worth Rs 2.63 crore for FY 2016- 1017 while this dropped by 1.5 percent to Rs 2.59 crore in FY 2017- 2018. The party's liabilities increased from Rs 3 lakh in FY 2016- 2017 to Rs 4 lakh in 2017- 2018.

DMDK

For FY 2016- 2017, 'Captain' Vijayakant's DMDK had assets worth Rs 67.7 lakh while this increased by 28.5 percent to Rs 87 lakh in FY 2017- 2018. Interestingly, the party also has liabilities worth Rs 87.1 lakh for FY 2017- 2018 while it was Rs 67.7 lakh in 2016- 2017.
