According to a report in Deccan Chronicle, the order was issued based on the report of Comptroller & Auditor General, a petition filed by RTI activist Jayakumar Hiremath before the Lokayukta and findings of the Criminal Investigation Department (CID) report. The Lokayukta had asked CID to investigate the scam and based on its findings, the CID had said there was sufficient evidence of corruption and misuse of office by “elected representatives and officers” in the denotification of land. In its report, the CAG had charged the two former CMs for denotifying 212 acres and 39 guntas during 2007-11 which was in “defiance” of law. It also rebuked the respective governments of Yeddyurappa and Kumaraswamy for “rampant” illegal land denotification which benefitted builders and companies during this period, added the report.
