The Telangana legislature is all set to pass a fresh resolution on the issue of bifurcation of the joint High Court for Andhra Pradesh and Telangana, and send it to the Centre for approval.

This announcement came after Governor ESL Narasimhan issued a notification on Thursday night, and said that the winter session of the legislature would commence in Hyderabad from October 27.

Telangana Chief Minister K Chandrasekhar Rao issued a statement on Thursday. which said that the state cabinet would meet on October 23 and discuss various issues to be raised in the legislature and also bills to be introduced.

The decision to pass a fresh resolution to bifurcate the HC comes one week after Telangana MP B Vinod Kumar, shot off a letter to Prime Minister Narendra Modi on the matter.

More than three years after the bifurcation of Telangana and Andhra Pradesh was completed, the High Court in Hyderabad is still overseeing matters pertaining to both states.

Vinod Kumar, the MP for Karimnagar, urged the PM to honour the commitments given in the AP State Reorganisation Act passed by the Parliament.

The MP’s letter stated that progress on bifurcation had remained stagnant despite multiple interventions in Parliament.

"Various questions and motions under rule 377 were resorted to, as well as the zero-hour intervention made on March 4, 2015, but it was all in vain. The proceedings of the house were also unfortunately stalled to bring attention to this issue on March 5, 2015. The Minister of Law was subsequently briefed on the issue personally. Despite the Supreme Court disposing off the PIL on the issue of bifurcation, the Minister failed to take action on the same as he promised," the letter stated.

"This inaction goes against Section 31 (2) of the AP Reorganisation Act, which provides for the seat of the High Court of Andhra Pradesh to be notified by the President. To this end, Telangana Chief Minister K Chandrasekhar Rao has also expressed his willingness to provide any and all support required in this process of bifurcation, but still there has been no progress made," the letter added.

Meanwhile, PTI reported that the Business Advisory Committee (BAC) of the legislature would meet on October 26, and a proposal had been put forward, that the schedule for the legislature session be prepared, with at least 15 to 20 working days.

“Every issue should be debated in the Assembly. The government is ready to answer all the queries and questions that will be raised by the members. We are ready to debate on any issue. All issues should be explained to the people through the Assembly. The Ministers should get ready for this. We are ready to answer any question raised by the members in the Opposition. We have implemented many innovative programmes and schemes for the people, which no other government did in the country. This should be explained to the people,” a press release quoted KCR as saying.
